A tome of understanding is not a consumable because it’s not consumed if used (text I’m bolding below).

Notes
While you are benefiting from the stat increase (which is a persistent effect), the manual/tome counts towards your permanent magic item limit.
This comes from the AL Players Guide, under “Magic Items”, page 3:
If your character currently benefits from a persistent effect, include the magic item that bestowed that benefit in your carried limit, by the item’s rarity.
If you don’t bring the item with you on your adventure, your stat increase stays home too.
Trading
If never used, these tomes and manuals can be traded following normal trading rules (see 🔄Trading Magic Items).
If the tome or manual is ever used, it becomes non-magical (per the item description) and thus can never be traded. No, you cannot spend 36,500 Downtime Days to have it regain its magic.
