Why is This a Consumable Item?
This magic item behaves the same as a Manual of Golems which has been ruled a consumable.
When you use this item, the pot is destroyed, leaving you with a monster (an awakened plant in this case). That plant would count towards your permanent magic item limit as long as you bring it on your adventures until it dies.
