From Ma’at Crook (DDAL):
The manual of golems is very rare. With current guidance, if it’s unused but carried it would count toward a character’s carried limit as a consumable.
If the character uses the manual of golems it is consumed and as long as the character benefits from its effects (golem) then it counts toward that character’s carried limit by it’s rarity, very rare.
